In November , Deuba declares state of Emergency. Deuba Government is dissolved and fresh elections are called. Deuba continues to head interim government. He also renews Emergency. King Gyanendra repeatedly urges Deuba government to hold elections and hold peace talks with the Maoists. Deuba fails.
